On September 15, 2009 Montana Dakota Utilities (MDU)
filed with the Montana Public Service Commission (PSC)
its biennial electric integrated resource plan (IRP),
sometimes referred to as a least cost plan. The filing
was made pursuant to Montana law at § 69-3-1201-1206,
MCA, and ARM 38.5.2001-2016, and presents MDUs
integrated resource plan for its electric utility,
which provides electricity service to customers in
some or all of ten eastern Montana counties. An integrated
resource plan is defined as a plan for meeting
the requirements of [public utility] customers in
the most cost-effective manner consistent with the
public utilitys obligation to serve. §
69-3-1204(1), MCA. The plan must contain but
is not limited to an evaluation of the full range
of cost-effective means for the public utility to
meet the service requirements of its Montana customers,
including conservation or similar improvements in
the efficiency by which services are used. §
69-12-1204(2), MCA. The PSC defines integrated resource
planning as:
... an ongoing, dynamic and flexible process which:
a) explicitly manages the consequences of uncertainty
and risk associated with a utilitys market characteristics
and supply alternatives,
b) integrates the demand- and supply-side resources
that represent the least cost to society over the
long-term,
c) explicitly weighs a broad range of resource attributes
(e.g., environmental externalities) in the evaluation
of alternative resources,
d) is reasonably understandable to interested persons
(including members of the general public) and the
commission,
e) involves stakeholders and nonutility expertise
in utility resource planning,
f) results from a planning process within the utility
which facilitates communication and coordination among
the entities dealing with utility finances, demand
forecasts, demand- and supply-side resource evaluations,
as well as other relevant entities, and
g) continually monitors and develops data on the cost
effectiveness and actual productivity of conservation
programs.
ARM 38.5.2002. The PSC has received written comments
on the plan from the Montana Department of Environmental
Quality (DEQ). The PSC has submitted written questions
to MDU on the plan, and received written responses.
The PSC will conduct a meeting for the purpose of
receiving comments on the MDU integrated resource
plan from MDU customers and other members of the public.
The meeting will be held on Thursday, August 19, 2010
at 10:00 a.m., at Dawson County High School, 900 N.
Merrill, ITV Room, Glendive, Montana. PSC Commissioners
Greg Jergeson and Brad Molnar, whose PSC districts
include MDU electric service territory, will be at
the meeting, along with Commission staff members and
representatives of MDU who will give a short overview
of the plan. Following the overview Commissioners
Jergeson and Molnar will take comments, and the representatives
from MDU will be available to answer questions. The
meeting will be available by video conference from
Helena. Other PSC Commissioners, PSC staff, representatives
of DEQ, the Montana Consumer Counsel, MDU, and members
of the public may participate from Helena. The Helena
location will be at the Old Livestock Building, 1310
E. Lockey Ave., Room 105.
The MDU 2009 Integrated Resource Plan has been widely
distributed to public libraries, and university, college
and community college libraries throughout MDUs
service territory. Persons interested in reviewing
the plan should inquire at one of these libraries.
Persons encountering difficulties accessing the plan
should call the PSC at 406-444-6199. Copies of the
DEQ written comments will be available at the meeting.
Any person interested in seeing these comments in
advance should call the PSC, at the above number.
Following review of the MDU plan, and consideration
of written and public comment, the PSC may issue a
written statement on the plan.

$66,483.23 principal, interest at the rate of 5.334%

rate of $9.72 per diem, late charges, and other costs
and fees that may be advanced.
The Beneficiary anticipates and may disburse such
amounts as may be required to preserve and protect

are paid by the Grantors. If such amounts are paid
by the Beneficiary, the amounts or taxes will be added
to the obligations secured by the Deed of Trust. Other
